Nature of position

Market CHFA multifamily lending programs, identify and evaluate projects for eligibility, position CHFA as the best option for project financing, and collaborate with the underwriting and closing teams to ensure a positive borrower experience. The position reports to the Community Development Manager of Production and Outreach.

Essential functions

Market CHFA’s affordable rental housing programs effectively on a state-wide basis by initiating a variety of contacts that result in securing loan applications for CHFA financing and initiating project/program deal flow

Evaluate potential projects’ feasibility for CHFA construction and permanent financing, as appropriate, by conducting an initial assessment of such areas as current rental housing market conditions, project development team, collateral risk, rental income and operating expenses, project financial projections, project development budget, and compliance to program guidelines and repayment ability

Coordinate with Finance and Legal departments to determine optimal project financing structure, as needed.

Make presentations to Loan Committee and CHFA Board of Directors

Research and recommend to senior management new lending programs and identify unmet market needs

Follow-up with potential borrowers, consultants and others regarding status of outstanding loan proposals

Coordinate the information flow to underwriting after a proposal is accepted by sponsor

Professionally represent CHFA at conferences, workshops, and community events around the state; and

Participate and contribute in all activities and/or projects that directly support CHFA in fulfilling its mission and achieving its vision through dedication to the community in which CHFA serves, operational excellence, and fiscal responsibility

Maintain a solid understanding of laws and regulations to ensure proper compliance and oversight on business processes

Physical environment

Statewide travel required with occasional out-of-state and overnight travel. When in a CHFA office, the incumbent in this position will perform the functions of the position in an office environment.

Must possess:

Ability to initiate contact with potential borrowers, consultants, lenders, and other parties to market CHFA’s multifamily lending programs

Ability to establish a consistent and effective marketing and sales program

Knowledge of generally accepted accounting practices, real estate lending principles, procedures, and regulations/laws related to governmental affordable rental housing/community development programs

General knowledge of private activity bonds, federal housing tax credits, FHA insured programs including but not limited to Risk Sharing Section 542 (c), Multifamily Accelerated Processing (MAP), and other federal and state resources

Knowledge of practices, procedures, and regulations/laws related to governmental affordable housing programs

Ability to analyze financial statements for loan viability including ability to learn and utilize software and spreadsheets associated with underwriting models

Proficient in the use of PC based applications including, but not limited to Excel, Word, financial software, Share Point, and PowerPoint

Ability to present effective and informational presentations to internal and external audiences

Develop and conduct live and recorded webinar trainings

Ability to effectively learn and utilize the software and spreadsheets associated with underwriting models

Ability to communicate, both orally and in writing, in a positive, effective, diplomatic and friendly manner

Maintain open communication with internal and external clients to resolve problems and issues with a focus on strengthening business relationships

Requires a minimum of five (5) years of work experience as a multifamily loan originator or underwriter specializing in commercial lending.

Working knowledge of affordable rental housing principles, tax exempt bonds, federal and state housing credits, Federal Housing Administration (FHA), USDA Rural Development, and other state and federal financing.

Public speaking skills

Bachelor’s Degree, preferably in business or economics, or equivalent experience

Candidates who are bilingual and/or possess significant marketing experience will be given preference in the screening process

Must have or be able to obtain Colorado driver’s license
